The mission

The Signal arrived as a synchronized event—received everywhere, simultaneously—and carried with it a coherent set of equations and assembly logic for a structure it designated: TELEGRAPH. No accompanying intent statement. No provenance. Only instructions.

The authorities negotiated a compromise. The device would be constructed on neutral Sarum, under joint oversight, so no single polity could monopolize its activation—or the consequences of discovering what those who sent the Signal want.
